In the Russian Federation, translations that have been certified by a notary public are considered official documents.

Certified translation is carried out by translators whose level of qualification is confirmed by the appropriate diploma or certificate. A notary public registers information about translators and their qualifications in a special register.

Notarised translations of foreign documents into Russian should be correctly formalised which means that:

• apostille or a note confirming consular certification must be filled in for all documents issued by foreign state authorities. This requirement does not apply to passports, bank statements, commercial correspondence, administrative documents that are directly related to commercial or customs operations (these documents include powers of attorney for transporting goods across the border, agreements on the delivery of goods and rendering of services, fulfilment of work and related accounts etc);
• documents from certain countries do not require either consular certification or apostille. The Russian Federation has signed bilateral conventions with Belarus, Uzbekistan, Kazakhstan, Tajikistan, Turkmenistan, Kyrgyzstan, Armenia, Ukraine, Moldova, Azerbaijan, Georgia, Lithuania, Latvia and Estonia which exempt them from document legalisation requirements.
